No, Kajiiit are not Elves... they just have a great varied number of subspecies.  The cathay-raht (from Daggerfall) look very much like Elves, unlike the suthay-raht (Morrowind). Aside from standing on their hind legs, the suthay-raht look nothing like Elves.  Yet, both are Kajiit... and not Elves.

My mistake. I misread it. I forgot, only the species with "Mer" as the endling, like the Dunmer, Dwemer, Altmer, and Bosmer are elven. But I do know this.

Khajiit come from the province of Elsweyr, directly south of the Capital Province, Cyrodill.
