And this is the 3rd time in one night, I've become extremly confused.

Suppose the time is X minutes when their arrival shall be declared. They were originally going to arrive at X + 1. Instead, physics bends because of the past declaration and a quantum loop occurs, throwing the delcared parties into the future, so that they will arrive at X + 15 instead.

Yes and no.

If they were going to arrive within that 15 minutes, then their arrival is suspended.

But literally, yes.

Also, it should be interesting to note, it works both ways. Upon declaration, when they would have normally arrived at a time time longer than 24 hours away, they will be propelled backwards through the loop and arrive before 24 hours has passed.
