Some ISP's use transparent proxies. All traffic from their users come out as the same IP address to a webserver or forum such as Hero 6. AOL for one does this.. That is why some forums like Anandtech ban certain ISP's like AOL. They cannot ban the trolls without banning everyone. (By IP address at least) It could be that you are behind a transperent proxy.
